Expertise

Since graduating with a Bachelor of Property / Commerce conjoint degree from the University of Auckland in 2015, William has been working in the property sector, specialising in negotiation and compulsory acquisition of property rights to help deliver infrastructure projects for public and private clients.

This includes supporting various stakeholders via project management expertise throughout a project lifecycle, delivering initial strategic advice to clients, and leading suppliers and affected parties through the delivery of property acquisition processes.

Since moving from New Zealand to the UK in early 2023, William has been, and continuous to be, involved in a number of large-scale DCO projects for Gateley Hamer.

Experience

  1. Leading the Heads of Terms process for the Viking CCS Pipeline DCO submission: One of the top ten government projects identified to help reach Net Carbon Zero by 2025.
  2. Negotiations with Statutory Undertakers and drafting of critical documents in relation to the StoneStreet Solar Farm DCO submission.
  3. Regional Client and Contract Manager for three Northland Councils in New Zealand: provided a mandate to both retain existing clients and grow the regional office through both continuing existing property work and new projects / clients.
  4. Secondment to Auckland Transport (1 year): providing consultancy expertise as part of a full-time secondment into the acquisition and advisory team. This included providing technical support and advisory services to internal stakeholders, delivering negotiated and compulsory acquisitions in complex and time-critical situations, and acting as the property team lead for the Flood / Cyclone Recovery Emergency Works to complete urgent advisory and acquisition requests to support project teams to deliver time-sensitive works.
  5. Primary surveyor for the KiwiRail – Wiri to Quay Park Project: acquisition and delivery of property rights to enable works associated with railway improvements in Auckland, New Zealand.
