Steven is the PMO lead and a senior chartered project manager, specialising in portfolio, programme and project management across the built environment.

He leads the delivery of centralised PMO services that provide clear governance, robust compliance control and reliable performance insight from project inception through to handover and operation. Steven works with registered providers, build-to-rent operators, developers, local authorities and public and private sector organisations, helping them maintain visibility and control across complex portfolios.

Drawing on years of project and programme management experience, he advises clients at both strategic and delivery level, creating scalable PMO solutions that support investment decisions, manage risk and drive consistent outcomes.

How do you help clients? 

I help clients bring clarity and control to complex portfolios by strengthening governance, improving the quality of data and managing risk proactively. What I enjoy most is helping organisations move from fragmented oversight to confident decision-making – whether that’s supporting regulatory compliance, resolving defects and close out issues, or improving programme performance. My focus is on practical, well-governed solutions that protect value and stand up to scrutiny.

Experience

  1. Establishing and leading a centralised PMO, delivering portfolios comprising thousands of residential units for registered providers and private landlords, providing governance, compliance assurance and performance oversight from inception to handover.
  2. Building a PMO function from the ground up for the British Geological Survey, embedding proportionate governance, reporting and controls to support delivery of complex programmes.
  3. Supporting the West Midlands Combined Authority by helping to design and implement PMO governance arrangements for the delivery of multi billion pound regional investment programmes.
  4. Acting as employer’s agent on behalf of key clients, managing consultant teams, contracts, risk and compliance to protect client interests through construction and close out.
  5. Delivering later living and specialist residential developments in a client side role, overseeing design, procurement and construction to ensure quality, compliance and successful handover.
  6. Project managing multi-million pound commercial construction schemes, coordinating multidisciplinary teams to deliver against programme, cost and quality objectives.
