Kelsey is a quantity surveyor in the built environment team with six years of experience in cost management and quantity surveying. She provides high-level cost consultancy advice, representing the client’s commercial interests to ensure budgets are met, risks are managed, and projects are delivered on time. Kelsey is recognised for building strong, collaborative relationships with clients and project teams.

She has delivered a diverse portfolio of projects across real estate, healthcare, sports and leisure, and the public sector, including justice. Her experience includes providing cost, risk, and procurement advice for both refurbishment and new-build schemes, ranging in value from £100k to £350m+.

Kelsey is currently working towards her Royal Institution of Chartered Surveyors (RICS) Chartership.

How do you help clients?

I support the client in achieving best value for money by delivering accurate, reliable cost advice and maintaining clear, proactive cost control. Through early-stage cost planning, ongoing financial management, and robust risk identification and mitigation, I help ensure the project is delivered within budget while protecting the client’s commercial interests.

Experience

  1. Manchester Town Hall refurbishment – Provided post-contract cost management services for the refurbishment of the Grade I listed building which was originally built in 1877. Repairs and refurbishment to bring the building up to modern environmental, access and safety standards in the estimated value of £350m+.
  2. LFC stand expansion – Post-contract cost management services for the expansion of existing stand at Liverpool Football Club. Providing an additional 7,000 seats increasing the capacity of the stadium to 61,000. 
  3. Aviva Studios £241m – Post-contract cost management services for the construction of a new-build events venue, landmark cultural space for art, dance, music and theatre. 
  4. Ministry of Justice (MoJ) women’s prisons – assisting on the pre-contract services for the expansion and refurbishment of six women’s prisons across the UK.
  5. Betsi Cadwaladr University Health Board (BCUHB) £4m framework – Leading cost management services on various BCUHB schemes; these include refurbishment of pharmacy robot £170k, mental health (various) schemes which focus on anti-ligature works circa £800k, emergency department COVID-19 segregation rooms £350k.
  6. Assisted with post-contract quantity surveying services on the reinstatement of three COVID-19 field hospitals in North Wales, Ysbyty Enfys Llandudno, Ysbyty Enfys Brailsford and Ysbyty Enfys Deeside circa £3m.
